What IS this?!

So a while back I was driving past Sugarhouse Park and saw this....



What is it?! There were deep holes dug every couple feet with a large garbage can sticking out. What exactly is the plan here?

    I think they might be planting some new trees, that's the only thing I can come up with.

    OK I think you two are brighter than I am...that makes sense. But..why the garbage cans?! To make sure the hole stays empty? Sorry, I'm apparently a tad dense....but, in my defense, my hair IS blonde...just saying....

    I also think that they are place holders for something, maybe trees, power lines, or something along the lines where you need a deep, fat hole.

    That is really funny though. I have never seen garbage cans in the ground before. Maybe it is so kids can throw away their trash where before they couldn't reach to lift the lid. just kidding.
